Louis E. Graham, a
native of New Castle, was a graduate of Washington and Jefferson
College in 1901, and a recipient of an Honorary Doctor of Laws
Degree from that institution in 1949. He began his practice of
law in Beaver in 1906. He was elected District Attorney in 1912
and served in that post until 1926, then became United States
Attorney for Western Pennsylvania in 1929, after serving three
years as deputy. Elected to Congress in 1933, he became a "Congressman's
Congressman" and was noted for his attention to exactness
in legislation. After serving for seven terms he returned to private
life in Beaver and was a familiar figure for his wide smile, his
willingness to take part in community affairs, and his popularity
as a speaker on local history.
